The first conference of a series of conferences on Review of Functions of Provincial Councils and Local Authorities was held on 18.01.2025 focusing the Southern Province with the patronage of Dr. A.H.M.H.Abayaratne, the Minister of Public Administration, Provincial Councils and Local Government and Mr.P.Ruwan Senarath, Deputy Minister of Provincial Councils and LocalGovernment.

These conferences are due to be held in each province focusing all provinces of the island for reaching solutions necessary for identifying issues in provincial councils and local authorities for carrying out functions without repetition, prior to implementation of the five year plan of the Government. The five year plan 2025-2029 is implemented with the objectives of creating an empowered public service, building a sustainable economy and formation of a sustainable environmentaldevelopment.

Minister Dr. A.H.M.H. Abayaratne stated that the constant protection of the public employee will be assured. As such he also mentioned to join the Government in implementing the five year plan without any doubt.

Moreover, Mr.Prabha Ruwan Senarath , the Deputy Minister of Provincial Councils and Local Government addressing the conference said that Clean Sri Lanka is not merely cleaning the environment. He mentioned that the five year plan of the provincial councils and local authorities is due to be implemented under five sections. He also said that at a time where it has been decided that the public employee and the general public should step on to the same path, the present Government has created a working environment for the public employee. The Minister pointed out that in previous administrations even though the public employee had to carry out any work unfavourable for the country in fear of political powers or suppression, that the present Government including himself would not allow such a situation. If the public employee is innocent, the entire Government will appear on his behalf at all times.

According to the Clean Sri Lanka concept, the five year plan is due to be implemented under the following sections:

  1. Digitization of services and internal functions of provincial councils and local authorities
  2. Capacity development of staff
  3. Establishment of a sustainable financial stability
  4. Expanding service facilities of provincial councils and local authorities
  5. Sustainable environmental development

The officials of the Ministry of Provincial Councils and Local Government mentioned that the Government will respond positively in allocating of provision therefor in future. Specifically, in the waste management process of institutions under the purview of the Ministry, initial activities regarding establishment of waste management recovery centres are currently in progress. Furthermore, several projects for performance of institutions of the Ministry are due to be commenced immediately. If any income is received to the provincial councils and local authorities in waste management, it would be utilized for solving major issues in provincial councils and local authorities.

The objective of holding these conferences is to identify the issues of officers in provincial councils and local authorities, provide basic remedies, provide basic awareness on relevant projects as well as obtain views and suggestions of officers of provincial councils and local authorities during the process. These review conferences are due to be held promptly in the remaining eight provinces as well.

A group of officials including the Governor of the Southern Province M.K.Bandula Harischandra, Secretary to the Ministry of Public Administration, Provincial Councils and Local Government S.Alokabandara and Chief Secretary of the Southern Province Sumith Alahakoon participated at the conference.
